ok first of all im being this for halloween:

My hair is light light brown.

and in length it's 12 inches from the top of my ear.

not that long.

the hat makes the costume, if not then yu just look like you are wearing a ruffle dress, so yes wear the hat. I think you hair would look good the way that she has her hair done. Loose curls and down.

i think you should do your hair curly with one of the 1, 1 1/2 or 2 curlnig irons kinda like the model does in the picture

U should definitely wear the hat. There is no witch without a hat.

U can make soft curls. Between wavy and curly. Don't use curlers, there will be only curls. Maybe medium sized rollers. And don't forget a shiny mist.

Waves could also look nice. Make pleats before u go to sleep, let them stay on your hair overnight and just "unleash" them before u wear the costume. Have in mind that the size and the number of the pleats affects the waves.

U can also curl only the ends of your hair. Use a simple curler and just curl the end. As simple as that, but very effective.
